* According to Timothy Hester, chairman of Covington & Burling's management and executive committees, the 11.55 percent decline in the firm's headcount resulted from the change in NLJ's methodology, which no longer takes into account staff attorneys. If staff attorneys had been included in Covington's total attorney count, he said, the firm's D.C. office would have seen a 2.6 percent headcount decline from April 1, 2011, to December 31, 2011, as opposed to the 11.55 percent decrease noted in the chart.
