    The correct link to the Heritage article referenced in the previous comment is heritage.org/crime-and-justice/report/the-real-root-causes-violent-crime-the-breakdown-marriage-family-and but it fails to address the causes of the high rate of broken families, etc. The drug use/abuse rate varies among races by about 2%, but the incarceration rate difference is huge. We learned during 13 years of alcohol prohibition that it doesn‘t work. The use/abuse rate has changed little with the war on drugs (and wasn‘t particularly high when it was introduced) but the incarceration rates skyrocketed. It‘s a way to keep the poor and minorities from voting, breaking up their families, etc. and was intended to do just that!
