Comey, instead of closing the file, knowing there is credible evidence to present to the US Attorney General so that the US Attorney General can determine if there is sufficient evidence to go to a Grand Jury to return a true bill or not should be charged with an Obstruction charge, jailed and bailed as the case may be. Letting off public officials from committing felonies undermines our system of justice. We do not have a dual system of justice. Whether a public official or not, is beside the point. In fact, the Oath of Office to support the Constitution is what she was required to take and support and with that in mine she has already taken something no US Citizen is even required to take being a US Citizen and living in this country. Justice is not spelled "JUST-US".
