    The correct link to the Heritage article referenced in the previous comment is but it fails to address the causes of the high rate of broken families, etc. The drug use/abuse rate varies among races by about 2%, but the incarceration rate difference is huge. We learned during 13 years of alcohol prohibition that it doesn‘t work. The use/abuse rate has changed little with the war on drugs (and wasn‘t particularly high when it was introduced) but the incarceration rates skyrocketed. It‘s a way to keep the poor and minorities from voting, breaking up their families, etc. and was intended to do just that!
